CALL FOR THOROUGH PROBE INTO CASE OF JOURNALIST BEATEN TO DEATH

Reporters Without Borders today called on the Chinese authorities to carry out a thorough investigation into the death of Lan Chengzhang of Zhongguo Maoyi Bao (China Trade News), who died from a brain haemorrhage after being beaten with clubs by assailants on 10 January while reporting on the situation of miners in Hunyuan, in the northern province of Shanxi.

The authorities are refusing to regard Lan as a journalist because he did not have a press card and had not received official permission to do the report.

&quot;Although Lan had not been authorised to cover the situation at the Hunyuan mine, his death should be investigated properly,&quot; Reporters Without Borders said. &quot;Reporters often have to face hired thugs or security guards when they go to mines. We also call on the authorities to ensure the safety of journalists who investigate the working conditions of Chinese miners.&quot;

Lan went to the apparently illegal mine with other Zhongguo Maoyi Bao employees. He was attacked while two of his colleagues were in the mine owner's office and he was waiting in the car with the driver. The driver said the assailants appeared to be thugs employed by the mine owner. Lan was taken to a hospital in Datong and died the next day. The driver and one of the other Zhongguo Maoyi Bao employees also sustained injuries.

Lan had been working for the newspaper for less than a month and was still in his trial period. The provincial authorities said they have ordered an investigation but do not regard Lan as a journalist. He has been accused on the Tianya site of being a &quot;false journalist&quot; who practised extortion - a charge often levelled against journalists.

Reporters sans fronti&#195;&#168;res demande aux autorit&#195;&#169;s chinoises de mener une enqu&#195;&#170;te approfondie sur le d&#195;&#169;c&#195;&#168;s de Lan Chengzhang, du Zhongguo Maoyi Bao (Journal du commerce de Chine). Le reporter est mort d'une h&#195;&#169;morragie c&#195;&#169;r&#195;&#169;brale, le 11 janvier 2007, apr&#195;&#168;s avoir &#195;&#169;t&#195;&#169; battu lors d'un reportage sur la situation des mineurs de Hunyuan (Shanxi, Nord). Les autorit&#195;&#169;s refusent de consid&#195;&#169;rer Lan Chengzhang comme un journaliste, car il ne disposait pas de carte de presse et n'avait pas &#195;&#169;t&#195;&#169; autoris&#195;&#169; &#195;&#160; mener son enqu&#195;&#170;te.

&quot;Bien que Lan Chengzhang n'ait pas eu d'autorisation pour couvrir la situation de la mine de Hunyuan, sa mort doit faire l'objet d'une enqu&#195;&#170;te approfondie. De nombreux reporters affrontent les violences d'hommes de main ou de vigiles priv&#195;&#169;s lorsqu'ils se rendent dans les exploitations mini&#195;&#168;res. Nous demandons &#195;&#169;galement que les autorit&#195;&#169;s assurent la s&#195;&#169;curit&#195;&#169; des journalistes qui enqu&#195;&#170;tent sur les conditions de travail des mineurs chinois&quot;, a d&#195;&#169;clar&#195;&#169; l'organisation de d&#195;&#169;fense de la libert&#195;&#169; de la presse.

Le 10 janvier 2007, Lan Chengzhang s'&#195;&#169;tait rendu sur le site d'une mine vraisemblablement ill&#195;&#169;gale avec d'autres coll&#195;&#168;gues du Zhongguo Maoyi Bao pour effectuer un reportage. Alors que deux de ses coll&#195;&#168;gues se trouvaient dans un bureau avec le patron de la mine, des personnes non identifi&#195;&#169;es se sont approch&#195;&#169;es de la voiture o&#195;&#185; il se trouvait avec le chauffeur et l'ont frapp&#195;&#169; &#195;&#160; coups de b&#195;&#162;ton. Son coll&#195;&#168;gue a d&#195;&#169;clar&#195;&#169; qu'il s'agissait probablement d'hommes de main du patron de la mine. Le journaliste a &#195;&#169;t&#195;&#169; transport&#195;&#169; &#195;&#160; l'h&#195;&#180;pital de Datong mais a succomb&#195;&#169; aux blessures le jour suivant. Le chauffeur et un de ses coll&#195;&#168;gues ont &#195;&#169;galement &#195;&#169;t&#195;&#169; bless&#195;&#169;s.

Le reporter &#195;&#169;tait employ&#195;&#169; par son journal depuis moins d'un mois et &#195;&#169;tait encore en p&#195;&#169;riode d'essai. Les autorit&#195;&#169;s de la province ont affirm&#195;&#169; qu'elles avaient diligent&#195;&#169; une enqu&#195;&#170;te mais qu'elle ne le consid&#195;&#169;raient pas comme journaliste. Il a &#195;&#169;galement &#195;&#169;t&#195;&#169; accus&#195;&#169; sur le site Tianya d'&#195;&#170;tre un &quot;faux journaliste&quot; pratiquant l'extorsion, un reproche couramment utilis&#195;&#169; contre les journalistes.
