I know this may be late for Jade, but may help similar queries in the future.

London Crown in the central district of Bur Dubai is safe, affordable, and near banks, consulates, cultural and shopping areas. There are 2 kinds: hotel and furnished hotel apartment (apartelle). A studio costs US$54/night and a 1BH costs $82. You can split the cost among your mates. Ask beforehand how many people can be squeezed into a suite. The price includes ensuite bathroom (most with tub), kitchenette with utensils, automatic washer/dryer, free parking, and, in the old days, free daily breakfast. There are many other similar hotel apartments in the same district. Tel: +9714 351 9000

If you intend to spend most of your time not at the hotel, Palm Beach Hotel, also in Bur Dubai, is decent and reasonably priced. No amenities though.
