From what I understood, is that any picture without an author, can be used commercially, as it won’t have any copyrights to it.

The second part deals with banning public photography in public in England. Some photographers are already feeling the squeeze in some parts of the country. Martin Parr is part of the “I’m a photographer, not a terrorist,” campaign which as been going on for the better part of a year.
