Some 260,000 people out of which 80,000 are children remain to be displaced since August 2008 when renewed sporadic clashes between Armed Forces of Philippines (AFP) and the Moro Islamic Liberation Front (MILF) happened in restive south of the country. On december 2nd the Government of the Philippines and Moro Islamic Liberation Front (MILF) came to agreement to establish the International Contact Group (ICG) and adhere to Suspension of military Offensive (SOMO) and SOMA (Suspension of Military Actions) which were unliterary put in place by both parties in July 2009. Political violence in Maguindanao province escalated on 23 November 2009 when 57 people including a politician about to file her and her brothers certificates of candidacy (COCs), were massacred. Among killed, 30 of them were journalists covering the event . Heavily armed men waylaid the group on its way to the local Commission on Elections (Comelec) office in Maguindanao.
