Obtaining planning for small plots of land can be a very expensive and tedious occupation.  Large plots are preferably released to large corporations with enough power and capital to extensively develop.  With the increased resolution Google's satellite imagery over Beijing in spring 2006 the mayor has identified and clamped down on many illegal buildings.  These mostly include industrial warehouses and art studio complexes. 
On this site 800 workers from provinces around China live and work constructing western style mansions in a race to complete before the Olympic Construction deadline.  The Government has stipulated a cease of all construction within Beijing a year before the opening ceremony in an effort to reduce pollution and provide enough time for the mass face lift of Beijing.  Part of this face lift also includes the removal of these workers.  The fear of losing face in front of a western audience.
