Shutting down border crossings is like squeezing a balloon: a crackdown in one area swiftly produces a bulge in another. Originally African immigrants tried entering the Spanish enclaves of Ceuta and Melilla or tried crossing to Gibraltar, Malta or Cyprus. Those routes have been virtually shut down by heightened security and patrols, leading desperate Africans to try ever more dangerous routes to escape their homeland.
