In May 2007 the Spanish government announced ÔPlan Africa: A plan of action for Sub-Saharan AfricaÕ, which involves sending Spanish diplomats to targeted African countries in an attempt to stop the numbers of immigrants coming to Spain. One solution aims to bring hundreds of African workers to Spain with renewable one-year visas and jobs. Workers with permits may then have their contracts extended, at which point they will have the right to bring over their families. Officials say that ultimately the plan is to bring in thousands of immigrants through the program.

The plan sounds promising, but that will not do much for these immigrants; all they can hope for is another amnesty on illegal aliens, which will allow them to get work and residency papers if they can prove they are legally employed. Spain has declared 6 amnesties in 15 years including several under the conservative Popular Party. The last amnesty was in May 2005.
