The man and his family are living in a relatively undamaged building in the midst of a neighborhood of bombed-out houses on the eastern edge of Jaffna. Though most internally displaced persons on the Jaffna peninsula have sought refuge in IDP camps, wellfare centers or with other family members, a large number are also living on the fringe of society, squatting in abandoned buildings.
