Finding new clients

ok-so I need to find some new clients. Sounds easy. You look them up on the internet and then phone them to discuss things. 2 weeks later, despite the encouraging noises they made-nothing happens. So I suggest a job idea. They pass it on to the relevant news editor. Still nothing happens. 2 weeks pass. I send a postcard with my contact details. I know it got there-they are all over the pictures desk when a friend goes for an interview at the same place!
So what I want to know is-where do you go from here?
