Assembling Documentary Projects

I am looking into putting together a pitch for a film documentary project.

The subject is early Asian/Western relations during the “Age Of Commerce” in SE Asia, and how trade in Asia during the 16th and 17th centuries contributed to the making of the modern global economic and political system (it’s more colorful than it sounds, involving scheming Greek adventurers, oversexed Puritans, transvestite French diplomats, and a billion dollars of gems and gold on the bottom of the Indian Ocean). Now, it seems that getting such a project started is a bit of a catch-22, it’s hard to drum up interest if you don’t have a production company lined up, and production companies don’t want to get into it if you have no money lined up. Any experiences/suggestions out there? Useful websites on how to do the pitch? Not sure if anybody out there has tried this sort of thing, but you’re all such a clever, fractious bunch, I figured I’d give it a shot.
