Is This Child Exploitation

I attended a rally yesterday held for Oscar Grant( a young black African American, who was killed by BART Police in Oakland,Ca) in downtown Oakland. The rally/protest was in honor of his death and to speak out about the continuing violence perpetrated against Black people by the police. The children, prior to this photo being taken, appeared to be playing about and and generally having fun until a someone maneuvered( at least this the way I perceived it) them into position for the media.Question is: what does this-ie. carrying this type of sign-teach the children? Does this educate them or just plant seeds of anger? Or it simply child exploitation?
Any thoughts? My personal feeling-it get’s my goat going!
