I was there in 2010 and used a guy in Phnom Penh who worked out very well. I would not call him a “fixer” I suppose, but he was a very useful tuk-tuk driver whom guided me all over the city for multiple days, had answers to everything and could make stuff happen (basically an unofficial fixer)… He’s reliable, friendly and cheap.
He also has a brother whom I used in Siem Reap who was also very helpful.
Give him a call. Mr. Sandboon spoke English well enough so I had no issues. Mr. Hak’s english not as good, yet It did not seem to be a problem as far as getting me to new and interesting places, etc. (could be an issue over the phone however without the aid of pointing and gesture).. Only way to find out is to call.
