i think that the one needs two documents:

1. From Hamas: 2. Egyptian Foreign Affairs Office 1. Any Gaza citizen can go to Hamas and request for the foreigner a permit to enter Gaza. It costs 10 euros and it takes very little time to get. Once the permit is made, one has 30 days to enter Gaza before it expires. 2.

This is the difficult one.
Have to go to one’s embassy with a press card and a letter from an agency or newspaper stating clearly that the project has to take place in Gaza.
Then the embassy will contact the Egyptian ministry and if you’re lucky after 15 days the ministry will let the embassy know that the permit is ready.

After that one has to go to the ministry where they will give you a written permission to exit via rafah. When leaving for Gaza, one should leave very early in the morning, once at the border, the police could reject you. In that case you should call your embassy and they will advise the police that you have a permit. SO it is complicated but most are able to get in, however, it takes some time and patience.
