Uruzgan was interesting. The Americans are using Matiullah (cousin of Jan Mohammed Khan) for highway security between Kandahar and Uruzgan. The Dutch don’t like Matiullah because they think his increased power causes problems for them in the Baluchi Valley and other parts of northern Uruzgan where JMK and Matiullah have abused power in the past. So the Dutch are throwing their weight behind police chief Juma Gul, who (and the Dutch know this) is typically corrupt. But in the words of one of the Dutch sources, “Juma Gul is a nuisance, Matiullah is a problem.”

Road security Kandahar to Tarin Kowt is controlled by Matiullah (cousin of Jan Mohammed Khan). He sets up a “security day” once a week for convoys of trucks that pay $1-2000 each. Cars that travel in the convoy appear to travel for free, but I didn’t travel that road so I’m not sure precisely how it works. They’ve been relatively secure, but have had a few attacks, and the road on insecurity days is a really bad idea. There is suspicion of course that the same people who provide security are the ones providing some of the insecurity. There’s no profit in protecting a road that isn’t dangerous from time to time…
