Warriors and Nation Builders

haven’t read much of this yet, but opens with a good quote from an army officer about the failures of “nation building” -

“How much development work needs to be
done?” The main point is that you can’t do all of the work, since
that makes the local government look inefficient and powerless.
You can only do as much work as the local government can
Classic example – USAID [United States Agency for International
Development] builds a school, but the local government can’t
hire teachers or buy equipment. So the empty school is now a
symbol of the local government’s lack of power whenever someone
walks by it. Or a hideout for bad guys."

-US Army officer serving with the International Security Assistance Force (ISAF)
