I use ipowerweb, they’re $8 a month with no set-up fee and come with all the bells and whistles you’d want or need.
Saw them ranked in the top ten in two or so hosting site comparisons.
Lots of storage space (800MB) and bandwidth allowance (40GB).
I’ve heard from one client that my site was down once, but that was a while ago, no real problems reliability-wise since then.

For almost 2 years I have been using a little company called DoorHost. It is a 2 person operation but that has only been an advantage so far, there has always been quick help and it’s all personal service. It is also dirt cheap $20 a year (http://doorhost.net/entry.html). It has fit my portfolio site perfectly, with plenty of room to spare.
